Documents and preparation: European Union → Panama

Preparation combines the legalised official certificate, vaccinations and arrival notice. MIDA and MINSA have separate roles; confirm the inspection or quarantine regime for the animal and entry point.

Identify the actual EU departure member state and its veterinary authority. National certification procedures differ; this route covers EU members, excluding the UK and other non-EU European countries.

  • Official export health certificate from the departure country, issued no more than 30 days earlier, apostilled or legalised by the Panamanian consulate as applicable. The pet passport alone does not replace it.
  • Required species-specific vaccines must be current: dogs against rabies, distemper, hepatitis, leptospirosis and parvovirus; cats against rabies, rhinotracheitis, calicivirus and panleukopenia. Record dates, brand, batch and expiry.
  • For young animals, rabies vaccination from three months of age and 30 days before travel. Review adult booster history and validity with the authority; keep this timetable separate from EU requirements.
  • Notify arrival three to five working days ahead, submitting the entry application, official certificate and vaccination record under MINSA instructions. Record internal and external parasite treatments before departure.
  • Present originals and copies to MIDA and MINSA on arrival. Confirm whether entry inspection or strict home quarantine applies. Release is not automatic; check opening hours, payments and the actual entry point.

European-country formalities: European Commission

Dogs and cats: individual preparation

Species, breed, age, health, weight and carrier dimensions affect the options. PETC means travel in the cabin; AVIH means carriage in the conditioned hold on the accompanying traveller’s flight. We propose an option only when the operating airline accepts that animal and itinerary.

Entry checks and final city

Provide the airport, final city and every connection. Confirm inspection with MIDA / MINSA and allow time for onward travel. The map illustrates the route and does not confirm a direct flight or pet space.

Questions before you travel

Answers to common questions about documents, preparation and accompanied travel.

Which documents should I prepare?

Official export health certificate from the departure country, issued no more than 30 days earlier, apostilled or legalised by the Panamanian consulate as applicable. The pet passport alone does not replace it.

Which deadlines apply?

Required species-specific vaccines must be current: dogs against rabies, distemper, hepatitis, leptospirosis and parvovirus; cats against rabies, rhinotracheitis, calicivirus and panleukopenia. Record dates, brand, batch and expiry. For young animals, rabies vaccination from three months of age and 30 days before travel. Review adult booster history and validity with the authority; keep this timetable separate from EU requirements. Notify arrival three to five working days ahead, submitting the entry application, official certificate and vaccination record under MINSA instructions. Record internal and external parasite treatments before departure.

What should I prepare for the return to the EU?

For this non-exempt origin, check a result of at least 0.5 IU/ml from an EU-designated laboratory: sampling at least 30 days after primary vaccination and 90 days before certificate issue. Check the possible re-entry exception for a documented test before leaving the EU and continuous vaccination. Open the reverse route Panama → European Union and review its conditions separately. Do not assume that the outbound permit or certificate covers the return.

Can my pet travel in the cabin or accompanied hold?

Confirm the animal’s place, PETC or accompanied AVIH option, aircraft, breed, weight and connections with every operating airline. The passenger booking does not confirm pet acceptance.

Does this page confirm the flight and pet acceptance?

Provide the airport, final city and every connection. Confirm inspection with MIDA / MINSA and allow time for onward travel. The map illustrates the route and does not confirm a direct flight or pet space.
