Preparation combines the legalised official certificate, vaccinations and arrival notice. MIDA and MINSA have separate roles; confirm the inspection or quarantine regime for the animal and entry point.
Ask your vet and the competent Veterinäramt about the destination certificate, endorsement and appointment. Confirm the document requirements before booking the official visit.

Answers to common questions about documents, preparation and accompanied travel.
Official export health certificate from the departure country, issued no more than 30 days earlier, apostilled or legalised by the Panamanian consulate as applicable. The pet passport alone does not replace it.
Required species-specific vaccines must be current: dogs against rabies, distemper, hepatitis, leptospirosis and parvovirus; cats against rabies, rhinotracheitis, calicivirus and panleukopenia. Record dates, brand, batch and expiry. For young animals, rabies vaccination from three months of age and 30 days before travel. Review adult booster history and validity with the authority; keep this timetable separate from EU requirements. Notify arrival three to five working days ahead, submitting the entry application, official certificate and vaccination record under MINSA instructions. Record internal and external parasite treatments before departure.
For this non-exempt origin, check a result of at least 0.5 IU/ml from an EU-designated laboratory: sampling at least 30 days after primary vaccination and 90 days before certificate issue. Check the possible re-entry exception for a documented test before leaving the EU and continuous vaccination. Open the reverse route Panama → Germany and review its conditions separately.
